Dubai, United Arab Emirates — Dubai Corporation for Ambulance Services (DCAS) has announced the signing of a strategic partnership agreement with Emcode Technologies, a leading provider of smart technology solutions, on the sidelines of its participation at Intersec 2026. The partnership aligns with DCAS’s strategic vision to accelerate digital innovation, enhance operational efficiency, and elevate the quality of ambulance services in accordance with the highest international standards. 

The agreement was signed in the presence of His Excellency Mishal Abdulkarim Julfar, Chief Executive Officer of Dubai Corporation for Ambulance Services, and Mr. Abdullah Al Suwaidi, Chief Executive Officer of UXE Group for Security Solutions, highlighting the strategic importance of the partnership and its role in supporting DCAS’s long-term objectives while reinforcing its presence at global industry platforms. 

The partnership agreement was signed on behalf of DCAS by Mr. Majed Al Zarooni, Director of Ambulance Operations, while Mr. Jean-Luc Roy, Chief Executive Officer of Emcode Technologies, signed on behalf of the company. The collaboration reflects a shared commitment to institutional excellence and the delivery of advanced technology solutions based on best practices. 

The partnership focuses on the development and deployment of an integrated suite of smart solutions aimed at improving ambulance fleet management, enhancing operational readiness, and strengthening safety standards. These initiatives support Dubai’s broader vision for digital transformation and the creation of a smart, sustainable public service ecosystem. 

Under the agreement, both parties will collaborate on implementing advanced fleet management technologies, including fuel consumption monitoring, predictive and preventive maintenance planning, and vehicle performance optimization. These solutions will ensure efficient resource utilization and sustained technical readiness across the ambulance fleet. 

The scope of collaboration also includes intelligent systems for monitoring and analyzing ambulance driver performance, delivering precise performance indicators that enhance driver efficiency and promote road safety. This will contribute to improved emergency response times and higher service quality for the community. 

In addition, the partnership covers the development of smart solutions to monitor medical equipment and devices within ambulances, enabling effective asset management, optimized usage, and assured medical readiness across all emergency scenarios. 

As part of future development plans, DCAS and Emcode will explore the adoption of smart, data-driven technologies to monitor and analyze service-user experience and performance, supporting continuous service improvement and enhanced customer experience.
